In twilight especially, especially if it's foggy, light envelopes anything and everything in warmer tones. Hence you could have a totally pale, grey looking fellow look golden.
As the sun furthers down the horizon, only things hit directly by light become golden in high lights, but shadows can actually look extremely blue.
It's good to study the lighting you are trying to achieve so that things don't look out of place, and this way you don't have to sit down and study a ton all at once. You can just learn as your ideas or projects require it. :')
