Around here, more people die of old age on Death Row than from actually being killed.
I guess it's no different than when a huge drug dealer gets killed on the streets and the police treat it lightly and don't concern themselves over it like they would a random civilian.
This is one of those things that people judge based on their morals of what is right and wrong.
