The leveling stones are a random drop while posting, and are used to level the Leveling Items to their final stage. 5 of them are needed for that final stage.
The Frankendoll in Chloe's donation shop is an example of a leveling item.
You can find more information on Leveling Items in this guide! :)
If you're not interested in leveling an item, the stones can also be sold in the Exchange to other users for around 50-200g these days.
