A leveling stone is used for the evolving items which you can purchase in the donation shop or off of other users in the exchange. In order to level the item you must post and once it reaches the final level, you need 5 leveling stones in order to fully level it. :)
Oh and also you go to the donation shop and speak to chloe and give her the 5 stones
