Good day to you, MaddMaddy,
Have you tried removing the spell manually? On the right area of the Inventory, there should be an "Equipped" tab that shows all the items that are equipped. Click the Ocean Spells to remove them from any items that are active.
Sometimes spells tend to get stuck on equipped items, which causes them to be recognized as in-use by the system. Usually removing the spell-attached, equipped item itself will also unequip the spell, but this is not always the case.
